NASA / Ames Research Center (ARC) is hereby soliciting information from potential sources who are capable of performing ARC's Project Engineering, Manufacturing, and Science Services (PEMSS) as defined in the description of performance below. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received. Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA's market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for: 1. SB Subcontracting goals; 2 Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or 3. Strategies to increase SB participation, including: • Breaking requirements into smaller components • Identifying areas appropriate for subcontracting • Considering teaming or mentor protégé approaches Information received in response to this sources sought notice will be used for market research only and shall not be viewed as NASA's intent to solicit proposals. If NASA decides a requirement exists and there is a need to solicit for this requirement, NASA will solicit the requirement using a method of solicitation defined within the FAR and NASA FAR Supplement, using NAICS Code and Size Standard are 541330 and $25.5M revenue, respectively. DESCRIPTION OF PERFORMANCE: Potential sources must be primarily a United States domestic entity. Potential sources must demonstrate their capability of providing innovated engineering, science, operations, project management, manufacturing and fabrication support for NASA Ames Research Center. The contract supports a wide range of efforts, including biosciences flight development projects, collaborative science programs such as astrobiology, as well as support for spaceflight projects, ground-based systems, facilities, and mission operations.
