This is not a solicitation or a request for proposal/quotation and no contract will be awarded from this notice. No solicitation or specifications are available at this time beyond what is posted. All documentation is considered to be “draft” versions and are subject to change. The National Institute of Standards and Technology (NIST) is conducting market research to identify qualified and capable firms who would be interested in submitting proposals for the requirement stated below. In particular, small businesses and socioeconomic small businesses capable of performing the requirement are highly encouraged to respond. Duct Cleaning Services will be performed at: National Institute of Standards and Technology 100 Bureau Drive Gaithersburg MD 20899 This is anticipated to be a performance-based acquisition service contract utilizing the commercial procedures of Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services. The Contractor shall provide management, supervision, labor, materials, equipment, and supplies, and shall be responsible for the efficient, effective, economical, and satisfactory operations, including scheduled and unscheduled, maintenance and repair of equipment and systems. The North American Industry Classification System (NAICS) code that corresponds with this requirement is 561790 (Other Services to Buildings and Dwellings). The small business size standard is $9.0 Million. If this requirement is set-aside for small businesses and socioeconomic small businesses, there will be a limitation on subcontracting, which means that at least 50 percent of the resulting contract's personnel cost shall be expended on prime contractor employees. The Period of Performance for these services will be 1-year from the date of award. This is only a request for responsible, technically qualified sources to respond in order to determine the appropriate method of procurement.
