Aircraft Carrier Readiness Supportview on SAM.gov

Orbis Sibro Inc., Charleston, South Carolina (N00189-26-D-L010); Mantech Advanced Systems International Inc., Herndon, Virginia (N00189-26-D-L011); QED Systems Inc., Virginia Beach, Virginia (N00189-26-D-L012); and HII Mission Technologies LLC, McLean, Virginia (N00189-26-D-L013); are being awarded $147,951,314 for a multiple-award, indefinite-delivery/indefinite-quantity contract to provide Commander, Naval Air Forces (CNAF) with aircraft carrier readiness support that includes professional engineering assistance and hazardous waste and material handling to ensure the protection of personnel and the environment. These contracts are firm-fixed-price with a five-year base ordering period with an option for an additional six-month ordering period pursuant to Federal Acquisition Regulation (FAR) 52.217-8. Work under the contract will only be performed in response to awarded task orders. The majority of work under the contract (95%) will be performed in government facilities, to include aircraft carriers, based on CNAF's need with exact locations unable to be determined at this time. Additional work will be performed in contractor facilities. Due to the multiple award nature of the contract that requires delivery order requirements to be competed among contract holders and that work be competed among the four contractors, a further breakdown of the work by geographic location at contractor facilities cannot be reasonably estimated at the time of contract award. The ordering period for the contract is anticipated to begin in August 2026 and continue through July 2031, and if the six-month option period is exercised the ordering period would continue through January 2032. Fiscal 2026 operations and maintenance (Navy) funds in each contract's minimum guarantee amount of $2,500 (for a total of $10,000 to cover the four contracts) will be obligated at the time of award and will expire at the end of the current fiscal year. Subsequent task orders under the resultant contract will be funded with appropriate fiscal year operations and maintenance funds (Navy) or research, development, test and evaluation (Navy) funds and the expiration of those funds will depend on the funds used when the orders are issued. This contract was competitively procured through the System for Award Management website (Sam.gov) with six offers received and resulted from a full and open competitive solicitation that provided for the award of multiple contracts pursuant to FAR 16.504 and FAR Part 15 (Contracting by Negotiation). Naval Supply Systems Command Fleet Logistics Center Norfolk, Norfolk, Virginia, is the contracting activity.
