• Scheduled certificated US airlines will provide passenger transportation services for over 17,000 domestic/international airport or city pairs nationwide.
• One-year contracts beginning October 1, 2026, plus one 2-month option period, followed by a 1-month option period, will be awarded for passenger movement.
• Requirements include approval from the Department of Defense and Federal Aviation Administration certification for carrier participation in the Civil Reserve Air Fleet program or CRAF program or Letter of Technical Ineligibility.
• FY27 City Pair Program has already selected eight carriers.
• Scheduled passenger transportation services for over 16,000 domestic/international airport or city pairs under requirement-type contracts.
• Open competition for Government-wide use by almost all Federal Agencies.
• Contracts cover movement of passengers and include option periods (one year base, two months each for option one, and additional one month).
• Air carriers must be approved by DOD and have FAA certification prior to award. Participation in CRAF program or receiving Letter of Technical Ineligibility is also required.
• FY26 City Pair Program has awarded items to 7 carriers: Alaska Airlines, American Airlines, Breeze Airways, Delta Air Lines, JetBlue Airways, Southwest Airlines, and United Airlines.
